Depends. Are u rough with ur phones? Those TPU cases are nice a and protective but hide the back of the phone. Bumpers are nice not to protective. If ur rough with them id go with the TPU a little more protection.

I have a snap on case by Amzer. It's pretty good. I wouldn't get the bumper because it seems like the back is pretty fragile. I wouldn't want to crack it.

I have that cheap bumper works a treat!
I use my phone naked when at home or places which it won't be likely to be dropped.
I do have a few scratches from keys but hey their not noticeable behind sparkles.
 
Ok guys u convinced me, i do have such a type of case, but i thought bumpers are pretty stylish. I also use my phone "naked" at home. But if i have my keys togheter with my phone in the pocket, it scratches my camera...

Most of the time, if put my phone down, it is with the screen up, so looking at the back is something I don't do too much of. I think the only time a bumper offers any protection at all is if you drop the phone squarely on the side edges or top and bottom edges .Other than that, the bumper gives very little protection if any. A case protects alot more of the phone, and since the back glass seems a bit fragile, I decided to go with a TPU Diztronics case, at first, but then I saw the Acase Superleggera Pro which gives alot more shock protection than the Diztronics, and is about the same size. I am considering a bumper too, I have a slight scratch over my camera, it isn't noticeable in pictures. Maybe I am lucky.
 
A case adds protection to the backside of the phone vs a bumper. So, it is a matter for you to decide if you want the added protection on the backside.

I have a case almost identical to that for my Note 2, had one similar for my GS3 and iPhone 5 all worked very well.
I also use the bumpers from time to time but overall the case you showed in the pic above will provide more "protection" with day to day stuff.
Both are good options, its all going to be up to you and your preferences.
 
I have a skin on the glass back and the nexus bumper, no case. But then, I'm careful with my phone.
 
bumper won't hide the beautiful glassy back and it doesn't trap heat which 'll cause the phone to heat up faster. But case provide more protection. I'm currently using bumper for my Optimus G, for me the bumper already provide enough protection and don't need extra from a case.

I find that cases often get debris under them and cause scratches. I have a bumper on my 4 and love it. Provides adequate protection while letting me enjoy the look of my phone.

Due to the wild toddler in the house, I use the Seido Active case. Its saved my phone at least twice now. (Thankfully after good long timeouts both times the wild mini-beast has learned not to touch the phone)
