Is it normal for the power button and volume rocker to have a little play?

The volume should probably have a little bc you pull it off to get to the Sim card, the power not so much

My power button has a lot of play. Part of why I wanted a case on it. But I really don't like the added bulk. I have a plastic hard shell case on it now.

Yes I noticed the same thing on my original Maxx, my replacement and my girlfriends phone.
