Buying an Android to use as an MP3 Player

Hello, so my 8 year old daughter wanted to buy an iPod with her Christmas money. And I really don't want to have to make apple accounts and worry about syncing issues with stuff I want to give her or tunes that I have. So, I was going to buy her a cheap Android phone on Amazon and just not activate it and have her use it as an MP3 Player.

This should work right? There should be a way to use the phone without activating it, correct? The one I was considering was this one:

I have many devices that are essentially just mp3 players. Most of mine are older. (kitkat and earlier) Most prepaid android phones are gonna be functional even if not activated.
