Call and data at the same time

I know I am probably years behind but after I reset my network settings. I can't use my data when I'm on the phone. I'm sure it's a simple setting somewhere.

Which carrier? Go into settings>connection>network make sure everything on there , and your APN is highlighted on

Where I mentioned in connection you were before , or dialer app settings

on my ATT branded note 10 plus HD voice and volte is on by default. there is no software switch.
