It is a network feature; if it's not working on your end, it's time to call Verizon.

Thanks, qbot101. Turns out I didn't know how to use call waiting. Have to hit "Add caller" and that will supposedly do the trick. Verizon chat was helpful. Whether that is the actual answer, only using it the next time it's needed will tell. Either that or your confirmation... O
