I had noticed this odd "freeze" whenever I take a pic, but until now it didn't seem to be a problem.
Today I was trying to take pics of my dog playing and the shutter did its usual picture freeze, but when I went into the gallery to view the pics, all 3 showed the moment AFTER I had snapped the pic.
What's going on, is there a camera issue I'm not familiar with?
 
That could be any one of a number of issues. If you were using flash, it could be the red eye delay. It could be that you have so many things actually running in the background that the shutter is being delayed. It could be something in the camera app.

To start, force stop any running app that doesn't have to be running (or start in safe mode - simultaneously press and hold the Side button and Volume down button [right edge] until the 'Power off' prompt appears on the screen then release. Touch and hold Power off until the 'Safe mode' prompt appears then release). If that fixes it, you had too many apps running in the background. (Restart normally to get out of safe mode.)

Don't use the flash.

Try installing a different camera app. (Just to see if the delay is still there - you can uninstall it after you've seen if it's the app that's causing it.) The simplest camera app, and the most complex camera app, may show a difference there.

As long as you don't break anything physically, experiment. You may find something.
 
Also, is it possible you were mistakenly in Night Mode? That prolongs the exposure, so it takes more time for the picture to be taken.
