If I keep the setting for the camera set to 13MP and want to sent one picture via MMS will it downsize the file? I would assume it has to or it would be to big to send correct?

Yes it should resize. I have mine at the 9.6 settings and my pictures have a range from 1MB to 3.1MB and any of them that I have sent MMS have resized. Usually files that size should do so.
