Personally, my Note 9 had a much better camera than this 10 plus. You used to be able to set the resolution on the 9, yuh ou can't do that on the 10 plus.

When you take a pic, use your fingers and zoom way in. The resolution breaks up badly. The Note 9 did not.

This camera reminds me of the S7 back a few years ago. Grainy.

Sure you can. It's just labeled differently. The aspect-ratio settings affect the resolution the same way on the N10+ as on the N9.
