No matter what I do, videos shot in 4K and uploaded via the YouTube app with my 3a only render as 1080p max on YouTube.

Any tips?

Have you checked the video on a computer and not on your phone? Have you allowed the site time to render the 4K version? I find that it usually takes sometimes an hour for whatever reason...

What's the resolution that you can get on a computer and on mobile? What's the resolution from the original video's details on your phone? You could post a link (or send it via private message if you don't want to make it public) and see if we see the same resolution?

PS: This was an issue on YT's side a few months ago, but it was (in theory) resolved and retroactive to all affected videos.

I just tested and uploaded 4k video shoot on the phone via you tube app just fine. But don't expect to see 4k video playback on the phone itself. None of the 4k video on YouTube plays in 4k on my phone, 1080p max. I have to use a 4K TV's built-in YT app to verify that the video I uploaded is indeed still in 4K.
I remember previously those same video do playback on my phone in 1440p. Something changed in YouTube app that causes these Pixel phones no longer qualify for 4k playback.

That also has been an ongoing YT App bug, and most people can get supported playback by either just clearing the app's cache or further modifying a table file inside their config ones (not sure about the specifics, but they're pretty much a Google search away). Yes, the phone won't display a higher resolution than it can, but if you see the 1440p resolution available, that pretty much indicates that the 4K version (2160p) is also in the works/available. But like foxbat stated, you will not see the 2160p resolution unless the device you're using supports said resolution (or you go to a PC and use a browser).
