can a factory reset revert to v9

I was wondering if a factory reset on my stepmas stock phone would revert her phone back to v9 after she mindlessly took the ota updates?

Nope. You would need to force flash another version. Factory reset is nothing more than wiping your info off the phone. Whatever OS you have on at the time of wiping you'll still have after but you've wiped all you're personal data.
