Can att get a HTC Sense device that isn't under spec'd?

Seriously, can we? Yea the inspire looks nice, but why no front cam? I don't care about the lack of dual core, but a front camera would've been nice. Why couldn't they have added a camera? The rumored price is $100, for $50 more, you can get the Atrix (rumored price) and it has A LOT more functionality.

But I don't want Moto. I want a HTC with sense.

Well, its a Desire HD, that's why. Adding a camera would have required a total redesign and made the handset significantly more expensive and delayed it.

Well tough noogies. There's reasons why the Inspire is the way it is, and if you don't like it you should look elsewhere.
