Can Bluetooth activate phone?

I just migrated from an S-4 to an S-7. I have a hearing problem and have a BT device that connects my phone to my Hearing Aids. My S-4 would let me hold the button on the BT device about 2 seconds and it would wake up the phone. Then I could call someone by saying call NAME. Is there a way to turn that on with the S-7?

I could press the BT button twice and it will recall the last person I called. This function still works with the S-7

My Jabra earpiece works just like that. You have to allow it in the voice settings of Google Now. I assume S-voice would require the same but I've never used it.
 
I can't find any settings. When you're connected to the hearing aids, within that app you should have settings specific to the hearing aids.. These are very complex devices and often you have to approve /enable things in three different places to get any joy....
 
I turned on SVOICE and my Bluetooth will wake up my phone and I can give it directions to do a lot of different things including dial a certain person!
