Can CLOSED APP still send data?

We have a Galaxy Note 5...and Galaxy Tab S2...and have a question about the security of our Information.
If we have everything closed down can a closed APP still send data via WiFi?
 
I think you would have to force close it in the settings. I notice when I close it from recent apps and then go look at it in applications Manager it's still running.

Even forcing an app closed won't prevent it from opening and sending data. The only way to prevent an app from sending data (other than disabling it entirely) is to restrict its use of both wifi and mobile data in a firewall app. (Android can open an app you forced closed with no problem.)
