Can DInc be used without Verizon?

My wife's DInc died (or so I thought). We got her a new phone and never thought twice.

Recently I started playing with rooting and such. I discovered how to factory reset her old phone without starting it through the boot cycle.

I got it to factory reset, but I can't get it through the setup. It will only let me call Verizon to set it up.

I want to give this to one of my kids to use for games and WiFi only.

Is this possible?
How do I get past the call Verizon screen?

Yes. Call Verizon and have them perform a hardware swap for you back to your wife's old phone on her line. You are then going to have a DROID Incredible that is dead (no service or 3G data) that can only be used offline or on WiFi.

Let it make the call, then end it after a few seconds and you should be able to bypass it
