can edge panel be accessed while phone is on standby

If the note edge is on standby that is the screen is off, would I still be able to use the EDGE panel?

I have a 3rd party case for my note edge... I thought I would be able to use the side edge panel at least.

Yes. Swipe the edge up and down and it will activate.
