Can I buy an unlocked Note 4 from Verizon?

unlocked note 4 from verizon?

verizon rep told me if i buy a new note 4 from then and pay the whole thing it will be unlock and used internationally and with all carriers. is that true? i need a unlocked note 4 and they have it the cheapest.

anyone know if this is true? i really am planning to get one tomorrow and would like to know for sure cause its pain to try to return things to verizon!
