Well after being online with Samsung tech support. They could not successfully solve the problem. I downloaded the package disabler and disabled the Phone system app and the problem is solved. Thanks for all the ideas and help.

By the way I love that app for Samsung devices can disable anything you like all without root.

It seems like your issue was a special case as the app isn't suppose to behave like that. Normally you just turn on the setting or not. Shouldn't prompt you constantly, but glad to see you received a resolution.
