No you can't but you can go to notifications categories and control some things

Just coincidentally came from another post of yours. Why are you hell bent on destroying system apps? Device care is there for a reason and disabling it will almost certainly have adverse effects on a stock ROM. It's not hurting anything.

I don't understand why you would want to either uninstall or disable it.

I find it very useful: detailed battery, storage and memory info all in one app rather than having to go to three different places to find it.

Firstly, DO NOT disable it. That's not in confrontation to other suggestions but that is a system app and if it isn't its a dependent app that I'd be terrified of disabling let alone removing. You could disable, reboot and find you're softlocked.
