Can I get some help activating my LG G3 as a hot spot so I that I can connect it to my PC?

Can you give us more details? Like what's your carrier? Model? Rooted/Stock?

Or maybe you're on AT&T's unlimited data - and they don't allow you to use hotspot

Only those that are still lucky enough to be on unlimited data. If you have a data cap, you get free mobile hotspot. Anyways, you need to set up mobile hotspot first, that should be one of the settings in there. Set that up and you should be good to go with the wireless mobile hotspot. If you are wanting to use the hotspot through the USB, what you need to do is make sure your phone is connected as a media device, once it is you should be able to turn on USB mobile tethering.

I hope that all makes sense, I'm really tired atm, so sorry if it doesn't make sense.

I don't know if something like PdaNet+ http://market.android.com/details?id=com.pdanet (aka FoxFi) will help to solve your issue.
