Can I get some help connecting to wifi?

Can't connect to Wi-Fi

I recently bought a used nexus 7 gen 1, was told it was updated to current OS. Wi-Fi would connect then turn off. So I reset again to factory specs and still can't connect to Wi-Fi to finish the install. When it tries to connect to Wi-Fi to talk to Google, Wi-Fi turns off. Any suggestions?

Welcome to Android Central! The wi-fi radio actually turns off, or does it just lose the network connection?
