Can I get some help with a Galaxy S3 mini rebooting problem?

galaxy s3 mini rebooting problem

hi all im having a problem with my galaxy s3 mini when i turn the phone on it comes to the welsome screen then goes to the blue circle loading screen then just reeboots i have tried everything suggested i juswt can not get the thing to load i went and bought a new battery nothing i cant get it to go in to reset moad but i can in download mode thats all i can do with it its not the power button as i have had it in download mode for hrs and it hasnt switched off and on please help

Have you tried a Cache Partition wipe?

hi there i cant do anything on the phone it wont switch on at all the only thing i can do is to get in to download mode down key home key power on i cant get in to the up key home key power on menu it just locks on the welcome screen
