It's usually not specified, because the only thing it would really affect would be the real time clock, and in a cellphone that's set by the tower time, which is far more accurate than any crystal. (That's why a given phone model has such a huge range of benchmarks - the crystals are running at different speeds [among other things].) The drift rate of a crystal is usually such a small percentage of the frequency that it doesn't matter. But it's why you don't use the clock frequency to time events in apps, you use the real time clock. (Using the phone's internal clock would make an app run differently on different phones. When you set a timer for 10 minutes, you don't want it going off in 5 minutes because the new phone is twice as fast as the old one.)
