Current Android 4.2.x is only available on the Nexus lineup.. In order to be installed on anything aside from the Nexus line it would have to be built specifically to the device.
then how come one of the user told me in my other thread that he is using 4.2 in his samsung tablet by using some custom rom? did he install it himself or he had to pay the manufacture to install it for him?

the custom rom he mentioned was cyanogenmod and AOKP I was talking about. right now those custom roms are in beta or in testing phase. you can install and test it.
The custom ROM (firmware) from CyanogenMod.org - Version CM 10.1 runs Android 4.2.2
CyanogenMod supports a lot of devices (list)
Select your device and look if CM 10.1 is available in the nightly repository for your device.
Yes nightly means the ROM is still in development, but I don't want to go back to stock 4.0.x on my Galaxy Tab 2.
