can i mirror my galaxy j3 star to my tv via screenbeam mini 2 without network service in the house

[Android Central Question]

I have a Samsung Galaxy J3 Star from T Mobile and I want to mirror it to my TV via ScreenBeam Mini 2 but I do not have WIFI in the my house. I tether my desktop to my phone.

You would need 3 things
1.Andriod phone capable for this
2. Your TV has this
3.hdmi cable for device to TV
