Can I mirror or cast my android wirelessly to a smart TV if I don't have a WiFI or any internet?

I have Motorola phone with unlimited data but neither WiFi nor any internet in the house. Can I mirror or cast my phone to a Vizio smart TV? What do i need for that?

Welcome to Android Central! If the TV supports Miracast and if the phone has a Cast Screen or Mirror Screen option, then they should be able to connect without a wi-fi network. If not, you could try something like Belkin's Miracast Video Adapter.
