Can i trust any car charger?

Hi, i have a very limited options, the best of my options are spigen and Philips charger, other ones are Chinese brands like mipow or pqi
can i trust cheaper ones like the ones i mentioned? if not what about spigen and Philips?

Spigen one says: Compact Car Charger Kuel P12Q/C Dual (can't post links)
Philips one only says: Philips Dual USB Car Charger10.5W+ Cable for iPhone 5/iPad mini

Welcome to Android Central! I'd avoid the supercheap kind, just for the sake of build quality and safety. Any charger from a known brand should be fine. Look for decent reviews on reputable sites like Amazon.
