Can I use my bluetooth headset?

I don't see why you couldn't as long as the tablet has Bluetooth (try to find me a mobile device these days that doesn't!).

The tablet has a headphone jack, but I would much prefer using a Bluetooth headset. It is already paired to my phone, but hopefully I can pair it to a the tablet and then switch back and forth.

That should be no problem. But just be aware that if you pair your headset to your phone and your tablet, then sometimes it can be a little annoying trying to get the headset to connect to one and not the other. For example, I have Bluetooth earbuds that are paired with a tablet and a Chromebook. If I turn them on and try to connect them to the Chromebook, sometimes it has already connected automatically to the tablet. So then I have to open my tablet and disconnect the earbuds there, then manually connect them on the Chromebook.

I have the Jabra app installed on my phone. How can I find out if this app can also be installed on a tablet?

Open the Play Store app on your tablet and search for that app. If it shows up with an Install button, then it should be compatible. Another way to check is to open the Play Store website on your computer, bring up that app, then tap Install -- it should give you a list of your devices and which ones the app can install to.
