I have a Moto phone which I use as a mini tablet. I do not wish to subscribe to a cell network, but I would like to be able to send and recieve text messages with it using my internet service. Is this possible?
You'd have to use something like Google Voice. There are apps/services on the Play Store that claim to give free SMS ability to devices that aren't connected to a cellular network, but I'm always a little leery about them.
If you have another cellphone that does have a SIM, you could also try Pushbullet.
There are many services that provide text-like functionality, including Facebook Messenger.
If you do have cell service on any device, does the provider have a messaging app that is not cellular-dependent? For example, Verizon has their own "Message+" app that synchronizes txt messages even with devices that are not cellular (IE, Win10) and may be available for your situation as well.
