Can I use Wifi sharing on any cellular data without a hotspot plan

I was wondering if it was possible to use Wifi Sharing on any cellular data without no limits and without a hotspot plan included with your data plan if its possible let me know.

The concept of the hotspot is to turn you phone into a WiFi access point. If you don't have hotspot on your plan you can't share your cellular data over WiFi.

If you're talking about using the phone to re-broadcast an existing network - why not just connect the other devices to that network?
