Sometimes I don't need a super fast connection. I would rather save a little bit of battery juice.

I'm using gingerbread Skyrocket, not sure if anything's changed on the ICS version but no, you can't turn it off.

There are LTE switching apps in the play store. I've not personally tested any of them though as I'm not in an LTE area. Maybe someone else can recommend a specific app.

the LTE toggle apps either disable or enable your data connection. I don't think you can disable LTE and use only 3G or H...
