Can no longer deny apps permission to use data in background.

Android Central Question

LG Rebel 4 LTE, Android 8.1.0 (Oreo), Snapdragon, Chrome 91+.
Used To Work!

Nothing pertains in Q&A.

No malware via Malwarebytes, however, deleted 8 or 10 cookies known to be bad or suspicious: No change.
2nd device (almost) exact duplicate, synched with, is fine.

The exact happenstance is:
All working Except: Click permission to use data in background on Any app, System or Not, stock or download, gets flag: "Settings Has Stopped Working."
If "Turn back On" is used too many times in a row, something balks; can't remember exactly, but a different flag warning appears.
Note these 2 phones are virtually owned by Google / Set up by them / by Terms can't off any of their built-ins, for the Price at Totalwireless. It's an aside that both on family plan, but pointed that 2 identical phones, partly synched, One works and other came up with this prob. One phone has all but a dozen apps cut off from background data use. Went to do same to wife's phone and can't!

What's Cause / Advice Please.
