Question Can not get into fastboot/recovery mode on OnePus Nord

nor can I enable developer options by tapping build number 7 times ; can't see "build number" in any of the settings (normally in "about phone" )

when I try to enter fastboot mode by holding the recommended buttons I get this stupid menu asking for a language I pick English then it displays another menu to select format data, reboot device or power off. Is all this normal for this device??

How's it going? Unfortunately I'm not familiar with your device, but for the record which OnePlus Nord device do you have? It looks like there may be version number that follows the name when I tried to look it up.

Just a few more questions where we might be able to help you troubleshoot your way through this.

Is this a corporate device? Was it given to you by a company/employer/institution that may have limited user access?

Did you buy this device new or used from a carrier or did you buy it from a private individual? If it was purchased from a carrier you might be able to call their customer service line and get help to access these things. Where if you bought this from a private individual you may want to ask if the device was ever rooted or had the bootloader unlocked. These activities can alter the behavior of the device and affect device options.

How long have you had this device? Is your intent to factory reset the device if you're able to reach the bootloader menu? Have you tried from the settings menu?

I did a quick Google search for how to reach the bootloader for a OnePlus Nord any model number, and it returned the following.
To enter recovery mode on a OnePlus Nord, you can try the following steps:
  1. Turn off your phone and wait a few seconds
  2. Press and hold the Volume Down and Power buttons
  3. Release the buttons when the OnePlus logo disappears
  4. Use the volume buttons to navigate to English and confirm with the Power button
I also found this link which also makes it appear possible to reach the bootloader. It sounds like what you describe but I cannot imagine that is all there is to the boot loader. Seems odd, like there should be more.

I found this whole video on how to access Developer Options. *Disclaimer I don't watch every videos or read every article I recommend, it is up to the OP to do some research into their question.

I can also say yes this is normal on my One Plus 7 pro T McLaren edition for fast boot menu ask language English and format but it's been awhile I been in those settings and I have older One plus not sure what the newer ones do
