Can someone help me with photo backups and google?

Im really confused. I have a Note 4.

1.)

In Settings->General->Accounts->google->myemail

EVERYTHING is checked. However, I cannot find a single photo from my phone in any of my online google accounts. Why?

2.)

I have an app called 'Photos'. It looks google based. When I check the settings of it, I cannot select Auto Backup. It does nothing. Why? Is this an antiquated/defunct app?

3.)

I have an app called Google +, and I see a similar setup to the 'Photos' app, and auto backup WILL let me change settings, but in the app itself, I see none of my photos.

Why?

Where are you looking? Picassa? Drive?

Why?

The app shows the pictures found by Media Scanner (which runs when you start or restart the phone). Try restarting.
