Can the AT&T version tether?

I'm interested in buying a tablet to use as a hotspot since AT&T's per device fees for dedicated hotspots are double what they are for tablets. Can the AT&T Tab4 (SM-T337A) provide a wireless hotspot for other devices? Can it provide a connection via USB tethering? AT&T's website seems to provide conflicting information, and the Samsung manual doesn't seem to mention it at all.
