Can the Droid Turbo be used overseas?

After seeing news of a 'Global' variant I have to ask - can you not just swap out SIM cards on this phone to be able to use it on a trip to Europe, etc. ?

If the Turbo works as my Maxx HD does, you can either add Global Roaming (works OK but can be expensive if you need to use a lot of air time or data), or use a purchased SIM (the Turbo is a nanoSIM I believe). I would guess that, like my HD, the phone is unlocked outside the US but is locked to Verizon in the US.
