Can you all help me find a way to get my settings back?

I rooted my Samsung Galaxy Tab 4 and some how during the installation my SecSettings app was completely whpped from the system. I performed a factory reset and unrooted my device. Can you all help me get my settings back? I can't even add WiFi or install apks

Nope, its completely gone from the OS, not even tech support can help me.

I'm curious if someone has the apk to side load on XDA. Otherwise, your only option is to reflash the stock ROM.

Yeah...forgot you need unknown sources checked to sideload an apk. However, can you access settings by pulling the notification shade down? There should be a settings icon at the top.

Otherwise, reflashing the stock ROM with a PC program called Odin is probably the only way you can set the settings icon back.

Actually I tried doing the notification bar thing and it didn't work. Would you be able to point me to the program URL.
