Can you sync your Google account later if you skipped/cancel it during the initial 1st setup?

I'm asking cause i'm planning to get the new nexus 7 2013 sometime this week but I'm not sure if i should load/sync my old android google account on it as I want to unlock the boot loader very soon from the device. So, does this device give you the option to load/sync your google account with all your apps data at a later time if you choose to skip the setup with your account the very first time?

I'm also a noob when coming to hacking an android device. I have jailbroken ios device before but never had the chance to try on an android device since my last android device tablet bootloader was locked down.

Can someone show me an tutorial on how to unlock the bootloader for the new nexus 7 2013, an guide that is dummy proof, step-by-step, thank you so much!

Yes. Go to Settings, select Add Account, and choose Google.

Unlocking the bootloader will also factory reset the Nexus 7. You'll have to go through the initial setup again anyway.

Yes you can by going to play store, it will be asked there as without setup you can not download or install a application. So it is not an issue if you skipped or canceled the setup, it is necessary to setup the google account.
