cannot acess task manager / drop down menu doesn't work

I have the galaxy s4 and recently tried to add kid mode and my phone froze and wouldn't let me do anything. I got it out of that issue but now I cannot use my drop down menu and when I press the home button to clear task manager, it doesn't do anything. Could someone help me out please?
