cannot purchase anything

Hi I've tried purchasing stuff off play store even in game app purchases and it says that my mobile is not provisioned for mobile carrier billing and to contact mobile network well I've phoned them up and they say it should be active I've tried going through all the settings they said but still nothing imbjust wondering if anyone has any ideas what's going on I'm on EE and my phone is an HTC one m8
