Can't Access HTC Sense from Phone?

I recently got my HTC One V (on Virgin Mobile) and whenever I tell it that I want to look for more ringtones/graphics it tells me it can't connect to the HTCSense server. I did a search for HTCSense and ended up at the website and trying to create my own custom theme that way. Of course when I go through the steps like it tells me, it never gets sent to my phone.

Is it broken? Am I doing something wrong?
