Can't Add Phone to HTC Sync

I'm unable to add my phone to HTC Sync. I install the program and run it, select sync through my Droid Incredible, and it comes up with an error stating its unable to connect to my pc. I've been looking around the very minimal options of HTC Sync, and I found Tools > Phone Monitor Options which I can only assume is where the phone is added, but I don't see an add option.
Anyone have any ideas as to what might be the problem?
I've tried uninstalling and reinstalling the latest version of HTC Sync multiple times. I have USB Debug on.

When you plug the phone into your computer, do you get the pop up option for type of connection? Mine asks if I want to connect for power charge, external disk drive, Sync, or use a a modem. Make sure you are connected for Sync.
