Can't Block Sites!

Having a Lot of Spam that doesn't filter out. Both gmail and text. I want to block these sites but can't.
I go to a site in Chrome, and there's supposed to be a "Block this site" button there, but when I get all the way thru the procedure it's not there! No box, no button.

Then while I was fooling with that I discovered another weird thing:

From Google Help:
Clear cookies from a single site:
On your Android phone or tablet, open the Chrome app.
Go to a website.
To the right of the address bar, tap More and then Info (i) and then Cookies.
Next to the number of cookies in use, tap Delete Remove.
Except that doesn't work. I delete them and that sends you back a page, so it Seems those cookies were deleted, but a repeat shows them still there, same#, no matter how many times I do it. These are Scam sites, and one of them has 212 cookies in use! Yet even tho I found and deleted several sites from my cookies folder, the biggest percentage of these sites do not have any cookies there!
Google can't be contacted in any way over this issue: thru Google itself, the app at play store, Drive told me "Out of scope," there's nothing anyway for Chrome, and no answer thru gmail.

Does anyone know how to deal with this issue?
 
Blocking a website in Chrome won't get rid of spam emails or texts. Are you talking about browser pop-up ads?

There's not much you can really do about spam email besides reporting it as spam in Gmail, so that Gmail continues to learn. I find that Gmail's spam filters automatically do a great job, but every now and then something slips through. Whatever you do, DO NOT respond to spam nor click on any "Unsubscribe" link in the email -- that just tells them that you're a real person, and you'll end up getting more spam.

Spam texts are also hard to get rid of, but if you have a Pixel phone, the Google Messages app (and the Phone app) are excellent at detecting or suspecting spam and diverting messages or calls. Which phone do you have?

Phones an LG, and I can see what you mean, because these sites have my #, and don't really need a cookie.
My filters USED to work good, but for the last 4 months a ton of Spam keeps coming thru, and tho I reported several like 50 times, it hasn't stopped any of these certain few.
None of this actually answers the prob tho. I don't understand how the at site cookies can keep from being deleted. I know that does work, because one rather innocuous one did delete.
The one that worries me most it's the 212 cookies one. Seems obvious that's a tracker/seller sending my info to 212 customers! But how do I kill those cookies? Why won't they delete when others do?
BTW, Malwarebytes says my phone is clean.
 
You can always clear the app cache/data from your browser in Settings>Apps. Also, go to the browser's settings and clear the browsing history and cookies "from the beginning of time." If you're using Chrome or Firefox, do the same on your desktop browser as well.

Website cookies still wouldn't have anything to do with your spam email, FYI.
 
True, as such, but I would like to take those cookies out of their hands...and can't. Worries me that just the spammers have some fix on that.
I'll try cleaning everything out of Chrome and see what happens.
