can't download app from play stpre

I can't download any apps in play store. It says "downloading" but won't download. I've tried clearing cache, clearing data and force stop google play but still doesn't work. Before I can't download any apps I uninstalled updates of my google play services, clearing data and disabled it. I've enabled it now but still doesn't work. I uninstall updates on my play store but still doesn't work. I disabled some of system app and I'm sure the apps I disabled are only live walpaper related (android live walpapers, black hole, bubbles, magic smoke walpapers, mtk live walpapers, music visualisation walpaper, and phase beam) so it can't be the cause. I'm sure it's not because of bad internet connection because I can browse websites like usual and I try to download apps from 'unknown sources' and it works properly. I don't wanna do factory reset. Plz help me with this

I did some research and this is what I have come up with.

First: There was another discussion about this on this forum at Android Central. Search for "Play store won't download anything" in the search bar.

Also try these....

1. Check your data connection.
2. Make sure download manager is turned on.
3. Check your device's available storage.
4. Clear cache & data.
5. Re install Play store Updates.
6. Check your system updates.

1. data connection : good
2. download manager : i can download apps from 'unknown sources' so of course it's turned on
3. device storage : internal 1 GB free, external 5.02 GB free
4. i've done it a few times
5. play store and google play services updates reinstalled
6. system is up to date
but play store still doesn't work. that's why i ask ppl here.
