Can't download pics with my Droid Razr M

When ever I get a picture in my text messages I get two options. Download or Reject. I want to download it so i click download. When I do this i get the following message: MMS messages can not be sent or received until your data access is re-enabled. Please check your data delivery settings to enable data connectivity. I have two questions. How do I download the picture? and how can i prevent this from happening in the future? Speedy replies are helpful.

Go into your settings and turn mobile data on.

It says to enable data but it is enabled...I can never get a photo to download from a text message..help.
