Can't Drop in App Icon

From a screen that has room for more app icons, I access the all apps menu, I long hold an app icon, drop onto the screen with room and it just disappears. Any suggestions? Running Android 2.3.3

Try this:
From homescreen on which you want icon, touch personalize icon (bottom right). On menu list, touch App. On Add app shortcut list, touch the app icon you want; presto! The icon is on your homescreen.

I think I have some other issues going on. When I follow the steps above, I can't access any of the options from the personalize icon menu list. Not error, nothing. It's like the touch screen isn't working. Any ideas? Is there a way to do some type of reboot?

You can do a factory reset (see Settings/SD & phone storage/Factory data reset).

If you do this, be certain to back up your data because all data will be gone after the reset.
