While in the dialer, if you go to the settings menu you can confirm that the Caller ID Readout is set to Ring Only. If that's not the problem, then maybe you had the same issue I had once before.
Do you have these settings enabled when you are connected to a Bluetooth device? Several months ago I was having the same issue and what I found out was my phone never properly disconnected from my Bluetooth in my car and it was stuck in a car mode setting that I wasn't able to turn off via the phone. I went back out to my car, turned on the vehicle to let it reconnect, then turned off Bluetooth on the phone first so it disconnected properly. My problem instantly went away.
If you never want it to read out even when connected via Bluetooth, then you can disable that option through the SmartActions app. Just take a look under Drive Smart and customize the options as you would prefer.
