Welcome to Android Central! The Tab 4 is presumably logged into the correct Google account, right?

On your computer, go to the Google Play Store website, click on the gear button at the upper right, then click Settings. Do you see the Tab 4 listed in My Devices? If so, make sure the Visibility checkbox is checked on.

Go to Settings>Security>Device Administrators and make sure Android Device Manager is checked on.

Also, try removing your Google account from the tablet in Settings>Accounts, then adding it back again.

Hmm, running out of ideas. Are Location History and Location Reporting both on? Although I know for a fact that Location Reporting isn't necessary to be located by Android Device Manager.

Everything that you have mentioned is correct. Even going onto the Android device manager app on the galaxy tab, it's still not there.

Are you sure they both display on the Play Store web page as B. Diddy asked, I for one was unclear when you answered.

If the visibility is checked, they are both on the devices page, you can go to the Play Store on a pc and choose which device to download an app to remotely (? < try that), and there is no drop down box to switch devices in Android Device Manager, then I don't know.

You may be misunderstanding something or Android Device Manager is restricted by something on your tablet.

Any other security or encryption running?

Try the ADM/Google account Help pages, and maybe eventually contact them directly.
Elsewise have Verizon look at it. You don't want to lose it when ADM is part of the package.

I can remotely install apps on it. I do have Verizon support and protection running, and that came with it as bloatware so I can't uninstall it.
