Can't find the shortcut to the DOWNLOADS App

I have a sprint HTC ONE. It has the DOWNLOADS app loaded on it and I can find it through google search on the phone. It clearly exists on the phone and can be found in the settings > Apps > All Apps. Here is the problem, when I try to put it on one of my screens as a shortcut, it does not exist in the app drawer. So the only way to access is to go through Google search. On my old EVO 3D this was not a problem, I could place it on any of my panels. Any suggestions? Thanks

Mine is inside the Tools folder in the App Drawer. Have you checked there? And do you perhaps have any third party applications you use to hide certain applications from the drawer?

I also have the Sprint HTC ONE. It took me a few weeks to find it. It is in the native browser menu.

I did find the Download app in the menu of the native HTC browser, Thanks!
I cannot find any tools folder in the app drawer of the Sprint HTC One. Is this something that can vary from carrier to carrier? Any suggestions?

Yeah, I'd say it's different from carrier to carrier because I have the international version which seems very different from the Sprint one. Carriers just love to bloat their ROMs and make them look different, don't they? Haha
