Can't open/download MMS messages using Wi-Fi on Samsung Galaxy J7

I have a 2016 Samsung Galaxy J7 cellphone and T-Mobile is my carrier. My problem: I cannot open MMS messages unless I use mobile data. I am able to send MMS message on Wi-Fi but not open MMS messages on Wi-Fi. I can only open or download messages using Mobile Data. When I HAVE to send a MMS message, the text messages I receive back are in MMS format and I can't open those unless I'm on Mobile data. The same is true if someone sends a new MMS message. I've tried various setting combinations to try and fix the problem, with no solution. Is there a way to avoid having to use mobile data to send/receive MMS messages, not use the MMS format all together, and stop certain messages from automatically being switched to MMS format?
 
As far as I know, you can't because MMS needs to use a specific apn so it needs mobile data. I'm more surprised that you can send via WiFi, unless you have Enhanced Messaging set to active.
