Can't receive picture messages

I can send picture messages just fine, but when i try to receive one i get Downloading and it never downloads them. I have 4g signal, so i'm assuming this must be a bug? Even ones i was sent yesterday (post 4.3 update) i still haven't been able to download them.

I also tried rebooting the phone, but that doesn't work.

What is your Maximum Message Size in text settings set to?
